Mr. Williams II is the Chief Administrative Officer (CAO) at Conex Oil and Gas Holdings
and CEO of the Conex Foundation. He previously served as Managing Director at the
Liberia Petroleum Refining Company (LPRC), Vice President at Bank of America, and
Regional Director at Ticketmaster Southeast. He possesses a wealth of experience
working 20+ years in leadership roles at Fortune 500 companies. These include Bank of
America, SunTrust Bank, American Express, Ticketmaster, First Investors Corporation,
and Bass Hotels International. His civic involvement extends to International and local
boards including, ECOBANK Liberia, YMCA, Teach for Liberia (Advisory Board
Chairman), President’s Young Professionals Program (Board, Co-Chairman), American
Management Association (AMA), the Society for Human Resource Management
(SHRM) and Emerging Public Leaders (EPL). He also serves as a Councilman at the
Liberia Chamber of Commerce. He holds a B.Sc. degree in Computer Science from St.
Augustine’s University, an MPA degree from North Carolina Central University, and an
Honorary PhD in Christian Leadership and Business from CORE Kingdom University.
Mr. Williams earned a certificate in Public and Private Human Resources from North
Carolina State University. He also obtained a project management certificate from the

Mrs. Barclay currently serves as Legal Counsel for the Central Bank of Liberia CBL).
Previous CBL job includes Research Officer / Attorney-At-Law. She is a member of the
Liberian National Bar Association (LNBA) and, a member of the Lion’s Club
International. Ms. Barclay has a Master of Laws (LLM) from Widener University School
of Law, Wilmington, Delaware (Corporate Law and Finance), Candidate for M.Sc.
Degree in International Relations at the University of Liberia admitted to the Supreme
Court Bar Republic of Liberia, admitted as Counselor-at-Law holds a Bachelor of Law
(LLB) from the University of Liberia, a Bachelor of Business Administration (BA) from
the University of Liberia, and Graduate of B.W. Harris Episcopal High School in
Monrovia.

(IoT). Under Ellen's leadership, GenesisTMG has focused on helping organizations
navigate their digital transformation journeys, leveraging her extensive expertise to
enhance operational efficiency and drive innovation. Her ability to integrate advanced
technologies into business processes has positioned her as a trusted advisor to both
public and private sector executives.
Ellen's career is marked by significant leadership positions in large U.S. corporations,
demonstrating a successful track record in management that dates to her time as a
Senior Manager in IT Services at Ernst and Young in the late 1990s. Ellen's
commitment to fostering technological advancement and strategic growth makes her a
key figure in the evolving landscape of IT and business strategy. Her work continues to
empower businesses to harness the potential of cutting-edge technologies and achieve
their strategic goals. As a published author, Ellen has contributed to critical
conversations around life sciences and artificial intelligence through her two books:
Redefining Life Sciences with Artificial Intelligence and Blockchain and Biases and
Dangers in Artificial Intelligence: Responsive Global Policy for Safe and Beneficial Use
of Artificial Intelligence. She is actively engaged in professional organizations such as
the Government Blockchain Association and IEEE, and she frequently shares her
